How to Apply for Grant Assistance for Grassroots Human Security Projects (GGP)

1:Eligibility Criteria
(1)Must be officially registered as one of the following:
- Local/international NGO;
- Local government body;
- Educational institution; or
- Medical institution.
* Individuals and profit-making institutions are not eligible to apply.
(2)Must have at least 2 years of experience in the field of the proposed project
* GGP cannot fund newly-established organisations, pilot projects and initial start-up costs, etc.
(3)Have the financing ability to cover unexpected costs
(4) Any project geared towards the improved welfare at the grassroots level is considered for funding under the GGP scheme. Particular attention is given to projects engaged in the following areas:
- Primary education;
- Primary health care;
- Poverty relief; and
- Support for those less privileged, namely orphans, people with disabilities and women.

4:FAQ
1. We started our NGO activities last year. Are we eligible to apply for GGP?
Unfortunately, not. The GGP does not support any start-up or pilot projects. An applicant has to have more than 2 years of experience as well as 2 years of healthy financial activities, to demonstrate its capabilities to implement a project successfully.
2. We are planning to do a HIV awareness campaign. Can we apply for GGP?
Unfortunately, not. The GGP does not cover projects that mainly involve expenses for training, workshops or campaigns, etc. However, such projects might be eligible if those activities are implemented as incidental elements of a project that involves construction or procurement of equipment. Please consult the Embassy if you require further clarification.
3. We want to build a classroom block for our school, but we do not have the land. Can we use the grant to buy a land?
Unfortunately, not. The GGP does not support the purchase of a land for the project. Any construction project has to have a permit from the landowner or a certificate of the title deed.
4. Can a church apply for the GGP?
Yes. The GGP does not support religious activities such as building a church. However, religious organisations can also apply as long as the proposed project is meant for the welfare of the community.
5. We need a car to provide transportation to support our rural community. Can we use the grant to buy a car?
Unfortunately, not. As it is difficult to differentiate between public and private use of a vehicle, the GGP cannot be used to purchase a car in principle.
6. We would like to build a computer room for our secondary school. Can we buy desks, chairs and computers as well?
The GGP can be used to purchase school furniture such as study desks and chairs. However, computers are not covered by the grant.
7. What areas does the Embassy focus on supporting?
Any project that aims to improve community welfare at the grassroots level is eligible. Please note that the Government of Japan formulates a development cooperation plan every year, and that this will also be taken into account in the GGP grant selection process.
