Signing of the Memorandum of Understanding / Mutual Accountability Framework for Health Sector


 

On 27th February 2013, His Excellency Mr. Akio Egawa, Ambassador of Japan to the Republic of Zambia, signed on behalf of the Government of Japan, the Memorandum of Undestanding / Mutual Accountability Framework (MOU/MAF) for the Health Sector, with Honourable Dr. Joseph Kasonde, Minister of Health, MP. The MOU/MAF was signed by nineteen Cooperating Partners (CPs),  including Canada, the European Union, the United Kingdom, Sweden, the United States of America, WHO and the World Bank.

 

The MOU/MAF document serves as a guiding instrument of cooperation between the Ministry of Health and the  CPs during the implementation of the National Health Strategic Plan 2011-2015 (NHSP 2011-1015), which provides a framework for the Ministry of Health to better contribute to the realisation of the Sixth National Development Plan (SNDP) goals.

 

In his remarks, Honorable Dr. Kasonde commended Japan’s assistance for its positive contribution to the health sector. He also expressed hope for enhanced assistance in areas such as infrastructure, rehabilitation of health centers and hospitals, and dispatching of more experts in the health sector.

 

The signing of the MOU/MAF signifies a renewed partnership between the Government and the CPs for the development of health, and it is envisaged that the combined efforts will foster effective implementation of NHSP 2011-2015 and health service delivery in Zambia. It is hoped that their efforts will drive the health sector’s contribution to the achievement of the MDGs and targets pertaining to health.
